Background
A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the Access to Information (A2I) programme, fundamental progress was made in improving access to public services through electronic means. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.
The objective of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 4 components of the project: Component 1: Strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; (e-Service)
Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness)
Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and
Component 4: Promoting innovation in the delivery of e-services. (Innovation)
'Access to Information II - e-Service delivery for transparency and responsiveness' is looking to recruit a National Consultant-Training Assistant who will be responsible for successful implementation of all the projects awarded by Service Innovation Fund.
Objectives: The objective of the assignment is to overall achievement of the successful implementation of Capacity Development strategies and plan for Bangladesh Civil Service.
Duties and Responsibilities
Scope of work and expected outputs / deliverables:
  • Organize & Facilitate ICT related training programs, workshops & other capacity development activities.
  • Design & Develop e-Learning content for Technical Training.
  • Ensure Logistics arrangements, keeping track of post-training activities and analyze the effect of training.
  • Communication and Knowledge Sharing & record keeping of Capacity Development Activities.
  • Coordination with different training organization, ministries, directories, field and other relevant offices for capacity development events.
Supervision and Performance Evaluation: The National Consultant-Training Assistant will be reported to the Capacity Development Specialist, Access to Information (A2I-II) and also supervised by him. TheCapacity Development Specialist will be responsible for reviewing the performance of the consultant and approve their deliverables.
Timeframe and deadlines
The assignment will for 11 Months
Reports: The National Consultant-Training Assistant will be working with the Capacity Development Specialist, Access to Information Programme - II. Therefore, the activities done by the incumbent will be regularly monitored by the project.
Inputs: The final Products of the assignment will be the following:
  1. At least, fifteen (30) training organized at field level on National Portal Framework & e-Filing.
  2. At least, 2 e-Learning course content developed as per the Capacity Development team needs.
  3. Coordination with different training organization, ministries, directories, field and other relevant offices
  4. Assist his/her designate to design and plan various types of workshops, consultations and training programmes.
  5. Ensured logistics arrangements and record keeping of training documents & information.
Tentative Payment Schedule:
  • The incumbent will be paid in monthly basis

Required Skills and Experience
Academic Qualifications:
  • Minimum Bachelor degree in Business Administration / Public Administration / ICT / Social Science / English.
Years of experience:
  • At least 3 years of practical work experience in training management & facilitation.
  • Previous experience in facilitation and manual preparation of ICT related training will be an added advantage.
  • Experience in the usage of office software packages (MS Word, Excel, etc.) & Internet.
Evaluation of the Candidates: Individual consultants will be evaluated based on the following methodology:Cumulative analysis: The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  1. responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.
Technical Evaluation Criteria (Total 70 marks)
  • Educational qualification ( 10 marks)
  • Experience in the relevant field in national/ international organization (30 marks)
  • Experience of arranging and facilitation in ICT Based training and report writing skills (15 marks)
  • Experience of working with Government Organizations (15 marks)
Financial Evaluation (Total 30 marks)
All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula: p y (�/z)
