Overall Objective
Under the direct supervision of the Country Director for Mali and Burkina Faso, the Deputy Country Director/ECHO Project Manager, with the support of the Security/Logistics/Administration/Finance Manager, will develop DRC's strategy as well as supervise the implementation of DRC's programme in Burkina Faso. This will be done in close coordination with the Protection and Food Security/Cash transfer Managers.
The Deputy Country Director will coordinate the gathering of information with local and international staff members in order to define programming and advocacy priorities as well as to capacitate the local authorities and service providers on issues pertaining to protection principles. The Deputy Country Director will also play a central role in building relationships with key humanitarian partners and donors and securing funding to expand DRC's programme in Burkina Faso.
Finally, the Deputy Country Director will be in charge of the implementation of a food security and cash transfer project funded by ECHO.
Background
The Danish Refugee Council (DRC) has been operational in West Africa since 1998. Our aim is to contribute to the peace and stabilisation, protection and promotion of durable solutions to crisis-affected populations in the region. The overall strategic objective of the programme is: support peace and stabilisation, protect and promote durable solutions to conflict-affected population in Liberia, Côte d'Ivoire, Guinea, Burkina Faso, Mali and other West African countries on the basis of humanitarian principles and fundamental human rights.
Duties and responsibilities
Overall Programme Management
  • Coordinate, plan, implement, monitor and report to donors and other relevant humanitarian actors;
  • Supervise and coordinate programme staff;
  • Liaise and work in coordination with UN agencies, international and local NGOs;
  • Liaise and work in coordination with government authorities and non-state actors;
  • Manage DRC's technical units in coordination with the Country Director for Burkina Faso and Mali;
  • Monitor projects expenditures;
  • Conduct assessments and fact finding missions to set up new or follow-up projects; assist the preparation of project proposals for external donors and negotiate/defend them; conceptualize and develop sectoral and local strategies in close co-operation with the Country Director;
  • Assist in the development of new projects and fundraising initiatives relating to protection and emergency responses when required;
  • Ensure that DRC's programme in Burkina Faso is implemented in accordance with DRC's standard regulations and operational procedures (e.g. Code of Conduct, HAP Principles, DRC Assistance Framework, DRC Program handbook);
  • Ensure that contact with beneficiaries, target groups and representatives of authorities is conducted in a sensitive and respectful manner at all times;
  • Ensure inputs for and participate in the operationalization of DRC's West Africa Regional Strategy;
  • Ensure that DRC's procedures are applied in a harmonized manner across the programme in Burkina;
  • Represent DRC in Burkina Faso.
Food Security and Livelihoods
  • Develop, coordinate, plan, implement, monitor and report on DRC´s food security and livelihoods programme in Burkina Faso;
  • Conduct a technical food security survey on the situation of food security and livelihoods of people in targeted areas;
  • Conduct assessments and develop analyses of cash needs: identify existing and potential financial institutions and/or traditional mechanisms for cash transfer programming and identify innovative/relevant/alternative payment systems/modalities in consideration with the security situation in targeted communities/locations;
  • Contextualize the standard DRC cash transfer guidelines on distribution processes and make necessary recommendations where appropriate in link with DRC's programme in Mali.
Staff management
  • Support and mentor DRC's staff members by identifying clear deliverables and providing training as needed;
  • Support and monitor programme staff in planning of activities;
  • Complete the performance appraisals of staff.
Representation and Coordination
  • Cultivate good relations with key humanitarian actors, including UNHCR and INGOs engaged in protection programming and other donors, through regular attendance at technical meetings /clusters and bilateral meetings;
  • Liaise with other DRC sectors to ensure the incorporation of protection principles into their work.
Reporting
  • Supervise the implementation of the projects (quality control, monitoring objectives and indicators) to ensure that activities/projects are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements;
  • Ensure that timely and quality project narrative reports are provided to the donors on time according to donor requirements;
  • Ensure the quality and the timing of all internal-, inter-agency- and donor reporting in relation to all activities in Burkina Faso;
  • Document programme activities and developments and integrate lessons learned into programme development.
ECHO Project Manager duties and responsibilities
Project management:
  • Oversee the implementation of multi-sectorial ECHO funded project
  • Supervise a proper and timely implementation of all projects according to agreed policies and donor requirements;
  • Prepare project action plans for the project;
  • Provide regular internal reports and other relevant information on general policy matters and programme activities to the DRC Country Director for Mali and Burkina Faso, based on agreed formats and schedules;
  • Ensure donor requirements are met including production of reports in formats agreed with the donors and partners;
  • Ensure that a sound documentation including relevant beneficiary data is collected and that relevant assessments are conducted in the project area;
  • Ensure that a sound feedback system is in place in the project area so that beneficiaries have easy access to DRC.
Administration and Personnel Management
  • Responsible for financial budgeting and expenditure management, staff management (including development of TORs for project staff), continued revision and implementation of sound administrative guidelines and personnel policies, security precautions, logistics and all other tasks pertaining to the efficient day-to-day running of the project.
  • Supervise national staff and take action in terms of recruitment, promotions and dismissal as required.
  • Manage, mentor and assist the staff in continual development.
Qualifications
  • Professional background in management/coordination of food security and protection projects with working experience with internally displaced persons and/or refugees, as well as human rights law in general;
  • A minimum of 4 years of protection and food security programme management;
  • Experience in documentation and analysis of protection - and food security data;
  • Experience in training and advocacy;
  • Experience in project management, including donor relations and staff supervision;
  • Experience in relief/emergency response activities, especially assessment, logistics and monitoring, is an advantage;
  • Willingness to live and work in an insecure environment with limited physical amenities;
  • Excellent interpersonal and negotiation skills;
  • Fluent French and English (spoken and written);
  • Experience working for or with UNHCR, ECHO, PRM is an advantage;
  • Good experience in training of and liaising with national NGOs.
Conditions
Start: As soon as possible and preferably before the 1st of March 2015 at the latest
Duty Station: Ouagadougou with frequent travel in the field. This is a non-family duty station but can be revised according to the mission budget.
Contract: 10 months, can be extended depending on funding and performance.
