INFRASTRUCTURE CLUSTER COORDINATOR - (OPEN TO FILIPINO NATIONALS ONLY)Location : Manila, PHILIPPINES Application Deadline : 10-Dec-14 Additional Category: Crisis Prevention and Recovery Type of Contract : Service Contract Post Level : SC-9 Languages Required : English Duration of Initial Contract : Twelve (12) months Expected Duration of Assignment : Possible extension depending on performance and funding availability Background Typhoon Yolanda (internationally referred to as Haiyan) was one of the strongest storms ever recorded with wind speeds of more than 300 km/h and storm surges of over four (4) meters. The typhoon made its first of six (6) landfalls in Guiuan, Eastern Samar on 08 November 2013 and crossed the Visayas region for almost a day, causing widespread flooding. It made its last landfall in Busuanga, Palawan and left the Philippine Area of Responsibility on 09 November 2013. One hundred seventy one (171) municipalities in fourteen (14) provinces and six (6) regions located within the 100-km storm track were highly affected. In response to the calamity, Philippine President Benigno S. Aquino III appointed the Presidential Assistant for Recovery and Rehabilitation (PARR) under Memorandum Order No. 62. To respond to the complex challenges, the National Government Cluster Coordination Unit (CCU) is established to provide support to PARR in the execution of the mandate under M.O. 62 at national level and continue to be the primary coordination and liaison point of contact of between OPARR and the National Government Agencies (NGAs) involved in the rehabilitation and recovery phase. The CCU which is under the supervision of the Undersecretary and is to be staffed by national and international consultants. Duties and Responsibilities The Infrastructure Cluster Coordinator will report to the Undersecretary through the Head for Coordination and Implementation Support and provide advice regarding the technical coordination and oversight over the relevant government agencies with respect to the implementation of the Cluster programs, projects and activities as articulated in the Yolanda Comprehensive Rehabilitation and Recovery Plan (CRRP).
