Position title: Head, Investigations and Counter-Fraud
Location: Geneva
Purpose of the position: Lead the Investigations and Counter-Fraud function within Audit and Investigations, with responsibility for undertaking investigations personally or through internally or externally sourced staff; and helping to establish a fraud-aware culture within Gavi, advising management in establishing fraud- prevention processes and controls, and undertaking internal reviews of fraud-exposed processes.

The Audit and Investigations function Audit and Investigations (A&I) provides audit support to the management and stakeholders of Gavi, the Vaccine Alliance. It is an independent and objective assurance and consulting activity designed to add value and improve the operations of Gavi. The scope of A&I's work extends not only to the Secretariat but also to the programmes and activities carried out by Gavi's grant recipients and partners. A&I assists Gavi in accomplishing its objectives by bringing a systematic and disciplined approach to evaluate and improve the effectiveness of both Gavi's risk management, control, and governance processes, and eligible countries' programmes used to manage Gavi's support.
A&I provides assurance across four main areas of activity:
  • Internal Audit, the conduct of audit on Gavi's internal management processes and controls;
  • Country Programme Audit, the conduct of audit on programmes operating in the Gavi-eligible countries;
  • Investigations and Counter-Fraud, the examination of issues, incidents and cases of misuse which may have led to loss or non-compliance with relevant rules and regulations, both internally and externally; and the undertaking of counter-fraud work;
  • Whistleblower Reporting, the receipt and assessment of information from Gavi staff and third parties relating to possible issues, incidents and misuse which may have led to loss or non-compliance with relevant rules and regulations, both internally and externally.
The Investigations and Counter-Fraud role
The role of the Head, Investigations and Counter-Fraud is to lead Gavi's investigations function, overseeing and undertaking investigations as necessary; and to undertake pro- active counter-fraud work, helping to instill a counter-fraud culture and facilitating the establishment of robust counter-fraud processes across the organisation. This is a new position in Gavi and it will be important to establish the function solidly, ensuring that there are effective structures, methodologies, processes and procedures in place.
Key results expected:
  • Establish the Investigations and Counter-Fraud function: agree mission and terms of reference with key management; establish methods, processes and procedures for the conduct and reporting of work; develop tools as appropriate to support the function;
  • Establish an effective counter-fraud programme based on a fraud risk assessment incorporating pro-active counter-fraud reviews, and facilitating the introduction and/or enhancement of counter-fraud processes across the organisation.
Main duties/responsibilities:
  • Manage the Investigations and Counter-Fraud function, both in day-to-day activities and in its longer term development;
  • Liaise with relevant management on potential cases for investigation including principally the functions of Whistleblower Reporting, Internal Audit, Country Programme Audit, Programme Finance (in Country Programmes), and Programme Financial Assessment (in Finance);
  • Once agreed that an investigation should take place:
  • determine the scope of investigation to be undertaken
  • assess resourcing requirements and identify resources to execute
  • undertake, lead or oversee the execution of investigations, according to scale and resourcing needs, through to final conclusions and reporting;
  • Source temporary staff, internally or externally, according to need, and support them in the execution of investigations/counter-fraud reviews as necessary;
  • Liaise with relevant management across Gavi on the counter-fraud risk assessment;
  • Maintain and develop the fraud risk assessment tools;
  • Prepare and execute a counter-fraud management plan, building on the risk assessment, to help develop a fraud-aware culture and embed effective processes;
  • Liaise with the Managing Director, A&I on all aspects of Investigations and Counter- Fraud work. Note: The essential functions listed in this section are not exhaustive of the job responsibilities; other duties may be assigned consistent with the department needs.
Academic and professional qualifications:
  • Under-graduate degree;
  • A professionally recognised investigation, accounting/auditing, legal or other relevant qualification from an internationally recognised institution;
Work experience:
  • A minimum of 15 years professional investigation, auditing and accounting, and/or legal experience;
  • Experience within a well-regarded, professional environment;
  • Demonstrated leadership and management capability.
Skills/competencies:
  • Highly analytical and able to work with both low levels of detail and a 'big picture' organisation-wide perspective;
  • Excellent written communication skills;
  • Clear, effective and persuasive oral communication skills - ability to balance assertiveness with need to build and maintain relationships;
  • Sound judgement both in the conduct of investigations and also in dealing with others on potentially sensitive matters;
  • Able to operate independently but applies judgement in knowing when to consult;
  • Ability to work within a complex, dynamic environment;
  • Ability to work in a multi-cultural environment with cross-functional and multi- disciplinary teams in a collaborative style;
  • Flexibility and willingness to act as functional leader, investigations manager, and/or specialist investigator according to need, requiring a 'hands-on' style;
  • High standards of personal conduct and integrity;
  • Able to work with, and develop tools and approaches using, Microsoft Office.
Languages:
  • Written and spoken fluency in English;
  • Written and spoken fluency in French is highly desirable.

Travel:
  • Travel will be required according to the needs of each assignment, and will depend on the balance of investigatory and counter-fraud work, and the location and resourcing of any investigations;
  • This is a new role but based on prior experience it is expected that travel will likely be in the order of 30-40%.
