THE ORGANI ZATI ONAL SETTI NG
The ICAO Middle East Regional Office (MID) is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and sub-regional bodies and United Nations (UN) Agencies and programmes. MID ensures interregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and assists States with implementation.
The ICT Assistant is responsible for effective installation/configuration, operation, and maintenance of systems hardware and software and related infrastructure. S/he will assist with technical issues in the implementation phases of our standard Project Management Methodology. These activities include the implementation plan that will minimize the impact on users, support of operations, testing and rolling-out the solutions. Participation on projects is focused on providing support for production and operations activities within the project life-cycle.
The ICT Assistant may p
rovide assistance in the development and support of applications used locally in the Regional Office. S/he will also be a focal point for the local support of corporate applications such as the Enterprise Resource Planning System called (Agresso) and ICAO Knowledge Shared Network (IKSN).
The ICT Assistant reports directly to the ICT
Regional Coordinator with whom s/he consults on complex technical issues. The incumbent does not supervise staff members.
MAJOR DUTI ES AND RESPONSI BI LI TI ES
Functi on 1 (i ncl . Expected resul ts) Provides support in the development of MID applications, including user support thereof, achieving results such as:
  • Assist in maintaining and updating MID Office website.
  • Assist in the implementation of the Electronic Document and Records Management System (EDRMS).
  • Conduct testing to users' satisfaction.
  • Keep technical and users' documentation up-to-date.
  • Adapt applications to evolving users' needs.
Functi on 2 (i ncl . Expected resul ts) Ensures effective functioning of the hardware and peripherals of MID, achieving results such as:
  • Under the supervision of the ICT Regional Coordinator, performance of specific technical functions, including installation of servers and configuration of hardware electronic components and peripherals (disks, memories, network wiring, power sources, etc.) and routine repairs.
  • Assist in the installation of commercial and in-house developed software and related upgrades.
  • Monitor file server traffic, usage and performance on a frequent and regular basis.
  • Maintain installation and configuration procedures as well as system standards in accordance with ICAO standards and operational requirements.
Functi on 3 (i ncl . Expected resul ts) Supports the ICT Regional Coordinator in maintaining operations and providing user support, including system and data security, achieving results such as:
  • Assist in upgrading patch and anti-virus programs on a timely basis.
  • Support users in backing up and restoring their files, as well as in virus detection, removal and prevention.
  • Assist in trouble-shooting and monitoring of network problems.
  • Participate in regular security monitoring to identify any possible intrusions.
0em 1em;">Assist in backup and restoration procedures for local drives. Maintenance of backup logs. Assistance to organization of off-site storage of backups.
  • Provide Tier I and II/other support per request from various constituencies. Investigate and troubleshoot issues.
  • Assist in repair and recover from hardware or software failures.

  • Functi on 4 (i ncl . Expected resul ts) Performs maintenance of hard- and software, achieving results such as:
    • Apply OS patches and upgrades on a regular basis, and upgrade administrative tools and utilities.
    • Upgrade and configure system software that supports VMWare, Exchange, Windows Server
    • Maintain operational, configuration, or other procedures.
    • Participate in on-going performance tuning, hardware upgrades, and resource optimization as required. Configure CPU, memory, and disk partitions as required.
    • Maintain data centre environmental and monitoring equipment.
    Functi on 5 (i ncl . Expected resul ts) Provides administrative support, achieving results such as:
    • Create, change, and delete user accounts per request.
    • Perform regular file archival and purge as necessary.
    • Response to user needs and questions regarding network access.
    • Maintain an up-to-date inventory of software and hardware, including stock of supplies and spare parts in cooperation with the Procurement Unit.
    • Maintain a library of ICT related reference materials.
    • Maintain the filing system ensuring safekeeping of confidential materials.
    • Provide ICT support to key events.
    • Participate and assist in the organization of training on ICT issues.
    Functi on 6 Performs other related duties, as assigned.
    QUALI FI CATI ONS AND EXPERI ENCE
    Educati onal background
    Secondary education is required. A Systems Administration/System Engineer certification in Unix and Microsoft is desirable.
    Professi onal experi ence and knowl edge
    Essential
    • At least five years of system administration experience and web applications development.
    • Good knowledge and work experience in a technical environment:
      • Windows Servers 2003/2008, Vmware, Storage system, Cisco Communication equipment, Checkpoint, Windows XP, Windows 7, MS Forefront, MS Office 2007/2010;
      • MS SharePoint 2007/2010;
      • MS Exchange 2003/2010, MS System Management Server;
      • Microsoft .Net, ColdFusion, C Sharp, Access, SQL Server, structured documentation, web-based applications.
    Language ski l l s
    Essential
    Fluent reading, writing and speaking abilities in English and Arabic.
    Desirable
    Knowledge of any of the following languages of the Organization (Chinese, French, Russian, Spanish) is desirable. Working knowledge of one of the local languages within the Region is considered an advantage.

    CONDI TI ONS OF EMPLOYMENT
    It should be noted that this post is to be filled on a fixed-term basis for an initial period of three years (first year is probationary for an external candidate). ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.
