THE ORGANIZATIONAL SETTING
The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, and by using results based management skills and tools to support the Organization in implementing its Strategic Objectives, in order to serve all stakeholders of the world aviation community.
The Information and Communication Technology (ICT) Section provides the Organization with the direction, management and security of its information and communication activities. The main focus of the Section is to manage ICT activities efficiently and effectively. ICT activities related to this position are: ensuring the effective provisioning, installation/configuration, operation, and maintenance of systems hardware and software and related infrastructure.
The System Administrator will be required to participate in technical research and documentation to enable continuing innovation within the infrastructure. The incumbent will also ensure that system hardware, operating systems, software systems, and related procedures adhere to organizational values, enabling staff and Partners. The System Administrator will also assist project teams with technical issues in the Initiation and Planning phases of our standard Project Management Methodology. These activities include the definition of needs, benefits, and technical strategy; research & development within the project life-cycle; technical analysis and design; and support of operations staff in executing, testing and rolling-out the solutions. Participation on projects is focused on smoothing the transition of projects from development staff to production staff by performing operations activities within the project life-cycle. The incumbent will be accountable for the following systems: VMWare/Linux, Exchange and Windows systems that support production and test infrastructure. Responsibilities on these systems include SA engineering and provisioning, operations and support, maintenance and research and development to ensure continual innovation.
MAJOR DUTIES AND RESPONSIBI LI TIES
Working under the management of the Information Technology
Officer, the System Administrator is required to assist in the delivery of ICT services including but not limited to
1. System Administration - Engineering and Provisioning:
- Corporate IT Services: IP Telephony (Lync), Unified Communication (Lync), Electronic Mail (Exchange).
- Unified Communication Engineering of SA-related solutions for various project and operational needs.
- Install new / rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.
- Install and configure systems such as Geographical Information System (GIS) infrastructure applications or Asset Management applications.
- Develop and maintain installation and configuration procedures.
- Contribute to and maintain system standards.
- Research and recommend innovative, and where possible automated approaches for system administration tasks. Identify approaches that leverage our resources and provide economies of scale.
- Document Architecture describing new infrastructure system or improvement to existing system to better respond ICAO evolving business requirements
2. Applications Development and Support:
- Document operational and installation procedures for all IT Infrastructure and services for communication systems, hardware, network, storage, software and other computer related systems.
- For applications limited in scope to the Infrastructure and Support Group o Discuss with business users to develop functional analysis o Develop programs and conduct testing to user's satisfaction o Keep technical and user documentation up-to-date o Adapt applications to evolving users' needs
- For corporate application o Communicate with corporate development team(s) on support issue and enhancement requests
3. Operations and Support
- Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups.
- Perform regular security monitoring to identify any possible intrusions and create reports establishing ICAO's security posture including penetration test and security incident report.
- Perform daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary.
- Perform regular file archival and purge as necessary.
- Create, change, and delete user accounts per request.
- Provide Tier III/other support per request from various constituencies. Investigate and troubleshoot issues.
- Repair and recover from hardware or software failures. Coordinate and communicate with impacted constituencies.
- Deliver timely reports providing information on incident and system availability.
4. Maintenance
- Apply OS patches and upgrades on a regular basis, and upgrade administrative tools and utilities.
- Configure / add new services as necessary.
- Upgrade and configure system software that supports VMWare, Exchange, Windows Server.
- Maintain operational, configuration, or other procedures.
- Perform periodic performance reporting to support capacity planning.
- Perform ongoing performance tuning, hardware upgrades, and resource optimization as required.
- Configure CPU, memory, and disk partitions as required.
- Maintain data centre environmental and monitoring equipment.
5. Other duties as feasible and appropriate within the duration of the contract.
Educati onal background
- A Bachelor degree with a technical major in engineering or computer science, or equivalent in a related field.
- A Systems Administration/System Engineer certification in Unix and Microsoft is desirable.
Professi onal experi ence and knowl edge Essential
Experience:
- At least 4 years of proven experience in System Administration in a Microsoft environment, including support of Exchange and Lync
- Broad IT skills with focus on infrastructure systems: networking, virtualization, databases, operating systems, directory services, user and account management, firewalls, intrusion detection/prevention systems, encryption, anti-virus systems, message security systems, backup and restore systems, password management systems, network authentication and access control systems, content security systems, vulnerability scanner.
- Experience in IT operations and IT Service Management (ITIL), Security Monitoring and IT Security Incident Management is desirable

CONDI TIONS OF EMPLOYMENT
It should be noted that this consultancy is to be filled for an initial period of six (6) months with a possibility of an extension up to 11 months. Please note that the monthly rate for Band A-2 varies from $2,167 to $5,850.
