INTERNATIONAL CONSULTANT-ALIGNEMENT OF TERRITORIAL PARTNERSHIPSLocation : Brussels, BELGIUM Application Deadline : 11-Dec-14 Additional Category: Poverty Reduction Type of Contract : Individual Contract Post Level : International Consultant Languages Required : English French Spanish Starting Date : (date when the selected candidate is expected to start) 12-Jan-2015 Duration of Initial Contract : six (6) months Expected Duration of Assignment : Eleven (11) months BackgroundLaunched in 2005 and currently active in more than 20 countries, the UNDP ART Global Initiative (Articulation of Territorial Networks for Sustainable Human Development) is an entry point for all international cooperation actors interested in harmonizing their respective actions in support of national policies for sustainable and local human development. To this end, this UNDP-championed global initiative promotes a programmatic, operational and administrative framework for coordination and institution building. ART's objective is to enhance the capacities of national and local institutions and actors working in a complementary way at the local level, thereby achieving the Millennium Development Goals and attaining inclusive, resilient and sustainable development. ART offers an operational, administrative, and programming framework that facilitates the coordination and strengthened linkages (articulation) between different cooperation stakeholders in support of the countries' human development processes. Such platforms, the ART Framework Programmes, seek to achieve local programme ownership, coherent local and national actions and the collaboration between partners. ART's programming framework offers a platform to COs and local stakeholders for i) defining common goals between decentralized cooperation partners and local stakeholders towards the achievement of the MDGs; ii) linking local level development initiatives with national policies and national development plans; and iii) promoting development innovations, capacity development, best practices and knowledge sharing through horizontal partnerships: south-south, south-north, north-south. Duties and ResponsibilitiesPurpose and Scope of the Assignment: The Consultant will work under the overall supervision and guidance of the ART Global Initiative International Coordinator and the direct supervision of the Programme Specialist. He/she will provide general support to strengthen partnerships between the UNDP ART Initiative and ART Framework programmes with decentralized cooperation actors. For this purpose, he/she will be assigned a set of responsibilities and tasks that will include Strengthen partnerships between the UNDP ART Initiative and European development actors:
- Provide overall support on building and strengthening relations with decentralized cooperation actors, especially with European regions and networks based in Brussels;
- Provide overall support on strengthening partnerships with the European Commission and the Committee of the Regions;
- Promote the participation and involvement of decentralized cooperation actors in global dialogues;
- Support the organization of dialogues, seminars and events (e.g. 3rd World Forum on Local Economic Development, to be held in October 2015) aimed at expanding knowledge on relevant thematic areas (governance, LED, etc.) and extending partnership networks ;
Deliverables:
- System for engaging European Decentralized Cooperation and strengthening partnerships with them designed and put into practice;
- At least 3 events, seminars and/or workshops organized and held in each of the regions where UNDP ART operates;
Foster the integration of European decentralized cooperation actors within UNDP ART Framework Programmes and global UNDP Local Governance /Local Development programmes:
- Facilitate knowledge sharing and partnership building between European Decentralized Cooperation actors (specially francophone partners from Belgium, France, Switzerland) and their counterparts in Mediterranean and Northern Africa countries (Mauritania, Morocco, Tunisia and others) where ART is operating;
- Liaise with and support the ART Framework Programmes to ensure that those partnerships result in concrete development initiatives at country level;
- Contribute to the harmonization and alignment of decentralized cooperation partners to local and national priorities through the ART Framework Programmes;
- Assist in the coordination, organization, facilitation and follow up of field visits and other forms of technical cooperation;
Deliverables:
- At least 5 missions and field visits for technical cooperation organized and coordinated;
- At least 10 decentralized Cooperation partners working in articulation with the ART integrated platforms at country level;
- At least 3 events, seminar or workshops organized at country level with decentralized cooperation partners.
Develop a set of toolkits to promote the harmonization and alignment of Decentralized Cooperation partners to UNDP's local governance and local development strategy:
- Support the elaboration of a set of toolkits to facilitate the integration and alignment of Decentralized Cooperation partners to UNDP's local governance and local development strategy through the ART Framework Programmes;
- Document, keep track and produce reports on the implementation and progress of the ART Initiative and Framework Programmes and the relevant thematic areas (local governance and local development);
Deliverables:
- Toolkit to promote the harmonization and alignment of Decentralized Cooperation partners to UNDP's local governance and local development strategy elaborated;
- At least 3 documents on the implementation and progress of the ART Initiative and Framework Programmes produced.

- Ability to work in a team;
- In-depth practical knowledge of inter-disciplinary development issues including gender equality and empowerment issues, as well as a good knowledge of the inter linkages between the social, economic, environmental and cultural dimensions of sustainable development;
- Strong interpersonal skills, communication skills;
- Openness to change and ability to receive / integrate feedback;
- Ability to work under pressure and stressful situations.
Required Skills and ExperienceEducation:
- Advance degree in relevant fields, such as Development Studies, International Development, Political science or others.
Experience:
- At least 4 years of work experience in the field of development cooperation;
- At least 2 years of work experience at the field level, preferably UNDP CO offices.
Language:
- Fluency in English, French and Spanish;
- Basic level of Arabic is an advantage.

- Responsive/compliant/acceptable; and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
- Technical Criteria weight; [70%];
- Financial Criteria weight; [30%].
