Field of activity
The Comprehensive Africa Agriculture Development Programme (CAADP) of the African Union (AU) aims to give new stimulus to the agricultural sector in Africa under the NEPAD (New Partnership for Africa's Development) initiative particularly in the field of food security, poverty reduction, sustainable economic growth and participation to the global economy.
CAADP is implemented by NEPAD Planning and Coordination Agency (NPCA), an African Union (AU) institution, in close cooperation with the Regional Economic Communities (RECs). The programme ?Supporting pan-African reform processes in the field of agricultural development? comprises three Technical Cooperation modules
The TC module - Policy Advice for Strengthening CAADP Implementation (CAADP Policy Advice) therefore aims at the following: The capacities of AUC-DREA, NPCA and RECs have been strengthened for improving the policy and institutional framework for CAADP implementation at country level. Building on the experience of German DC of cooperating with NEPAD and the AU Commission, the programme will work with relevant bilateral agriculture and rural development projects in a multi-level approach to strengthen the capacity of NPCA and AUC-DREA to support RECs and individual countries in implementing CAADP. By supporting CAADP, the programme will also make an important contribution to donor coordination. The programme's relevance can be seen in the contributions it makes to food security, poverty reduction and economic growth.
Your tasks
As seconded technical advisor (f/m) to the AUC-DREA in Addis Ababa, the international expert will be working in the management line of the partner and under the supervision of the GIZ programme manager and is responsible for the implementation of the activities of the policy advice module.
She/he is responsible for the operational planning and reporting on the implementation of the module as well as the communication with the GIZ-Office. The tasks associated with the position are:
Your profile
You have a university degree in agricultural economics, agricultural policy , rural development with several years of experience - in the African context - as an employee / in complex projects in agriculture and agricultural policy advice. In addition, you have a sound experience with the CAADP process. Your competent appearance and your advisory experience at different political levels allow you to quickly win the acceptance of the partners. Your long experience working in a multi-stakeholder environment and your familiarity with the Technical Cooperation instruments enable you to negotiate with self confidence in fluent English. German, French and other AU - language skills are an advantage.

April 2015 until December 2016
