Project Summary:
The purpose of the project will be to guide a final performance evaluation of USAID/Haiti's Watershed Initiative for National Natural Environmental Resources (WINNER/Feed the Future West) Project. WINNER is a five-year multifaceted project designed to comprehensively build-Haiti's agricultural infrastructure, capacity and productivity by providing concentrated and transformative support. The WINNER project, as amended in March 2011, was focused on building and strengthening Haiti's agricultural foundation, particularly in the Cul-de-Sac and Matheux Corridors, and the mango chain in the area around Mirebalais. WINNER was implemented over a five year period (June 2009 – May 2014) with a total value of $127 million to increase farmer productivity and reduce Haiti's environmental, infrastructural and economic vulnerability.
This evaluation will determine the impact of WINNER's strategy and activities. As a result, the evaluation is expected to help guide and optimize the effectiveness of activities and provide lessons learned for future similarly-focused USAID/Haiti projects such as Feed the Future-North. The primary stakeholders for this evaluation and consumers of information resulting from the evaluation include USAID, the Government of Haiti, Chemonics International and its subcontractors, and various Haitian agricultural institutions.
The Evaluation Questions are as follows:
  • To what extent has access to agricultural inputs, to agricultural technologies and to improving or expanding irrigation systems led to increased agricultural productivity for focus crops in the West corridor?
  • To what extent have improved watersheds led to less damage due to flooding and to increased agricultural productivity in the West corridor?
  • What is the impact of market information in guiding farmer production and marking decisions?
  • To what extent have project interventions actually reduced post-harvest losses?

Position Summary:
The Assistant Team Leader will support the Team Leader in planning the evaluation, coordinating the implementation of the evaluation, conducting a survey of the targeted population, and authoring the report, in particular findings, conclusions and recommendations. The Assistant Team Leader shall be a Haitian citizen with experience in implementing mix-methods (qualitative and quantitative) surveys. He/she should have the ability to plan the routes for the data collection, form and schedule the fieldwork teams, which are generally composed of supervisors and interviewers.
This work will take place in Haiti from November 2014 to around July 2014 with approximately 70 total days of LOE.
Responsibilities:
  • Assist the team leader in planning the evaluation, coordinating implantation and authoring sections of the final report.
  • Plan routes for data collection for a survey of the target population
  • Form and schedule fieldwork teams for the survey
Qualifications:
  • 5-10 years of experience conducting evaluations, including experience implementing mix-methods (qualitative and quantitative) surveys
  • Master's degree in a relevant field (statistics, agronomy, economics, sociology)
  • Fluency in both English and French
  • Strong communication and coordination skills
  • USAID experience preferred
