Proposal Summary:
The objective of the Ann ALE contract is to provide USAID with technical assistance, materials, and training needed to improve early grade reading and writing outcomes in Haitian Creole and French for Haitian children in the first four grades of primary school. The Ann ALE activity will expand upon and further develop the instructional approach to teach reading developed under USAID/Haiti's first reading project, ToTAL, implemented from 2012-2014. The Ministry of Education (MENFP) is supporting the implementation of the “M ap li nèt ale” reading curriculum and pedagogical approach. Ann ALE reading approaches will be directly applied in schools using a collaborative approach of capacity building and partnering with the MENFP, NGOs, and non-public school partners. Strengthening the capacity of the MENFP at the national and departmental levels to implement and monitor the use of new approaches to teaching reading and writing will be essential.

Position Summary:
MSI is seeking a Monitoring and Evaluation Expert to work closely with project partners and the MENFP in the implementation of a five year education project. S/he will be responsible for developing and managing project-wide M&E systems in collaboration with MENFP and implementing student reading performance assessments. In addition, s/he will work with the MSI Senior M&E and Policy Advisor for capacity building of MENFP officials at the national and departmental levels to monitor reading programs in early grades as well student reading assessments.
Responsibilities
  • Responsible for daily implementation and management of M&E systems for project, including the design of monitoring tools and data entry and data cleaning systems.
  • Review the strength of data collection and tracking systems by project and make recommendations for improved data security and validity.
  • Support the development of aggregate progress reports for submission to prime/donor.
  • Support the provision of ad-hoc performance updates to prime/donor as needed.
  • Co-design and lead trainings in assessment and M&E systems, skills and practices for project and MENFP staff as well as local partners.
  • Manage the implementation, quality, development and completion of all assessments and project monitoring activities.
  • Recruit and ensure short-term technical experts and assessment team members are of a high caliber and possess the required technical expertise.
  • Lead the design and field testing of assessment methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks.
  • Manage the work of three M&E coordinators.
Qualifications:
  • Minimum B.A. in economics, statistics, or other relevant field.
  • Minimum five years' experience working in the field of M&E in the education sector.
  • Experience in indicator development and tracking, data collection and analysis, data quality assessments, and performance monitoring and reporting.
  • Ability to implement early grade reading assessments, which may include classroom observations, and interviews with teachers and community members as well as involve field testing of surveys and other data collection and monitoring instruments.
  • Experience working on USAID standardized education indicators.
  • Experience designing and managing databases.
  • Speaking and writing proficiency in Haitian Creole and French.
