Organizational Setting and Reporting
This position is located in the Secretariat of the UN System Chief Executives Board for Coordination (CEB), an inter-agency entity responsible for supporting the work of the CEB, which is the highest intersecretariat body for coordination in the UN system, and of CEB's high-level committees (High-Level Committees on Programmes and on Management (HLCP and HLCM)). The incumbent is based in New York and reports to the Director, CEB Secretariat.
Responsibilities
Within delegated authority, the Information Systems Assistant will be responsible for the following duties:
  • Acts as focal point for receipt and processing of user requests, submitting incident reports and service requests to OICT on behalf of the CEB; coordinates and obtains funding certification for payment of ICT services.
  • Provides basic technical support on relevant hardware and software systems applications in assigned area and performs other functions of the ICT Coordinator and Technical Focal Point.
  • Installs application systems software and hardware according to specifications.
  • Maintains, updates and further develops the CEB website (http://www.unsceb.org) in cooperation with the webmaster based in the CEB Geneva Office, as well as other CEB-maintained websites; liaises with relevant parties; and provides support to client users, as needed.
  • Supports staff in the creation and maintenance of application software within Lotus Notes, Microsoft Access and web-based architectures, etc.; assists in the preparation of technical and user documentation, as well as in the production of training materials; and contributes to design and editing of visual aids and other multimedia materials (e.g. brochures, presentations, flyers, video and audio, etc.) for print and web output in conformity with UN standards.
  • Provides basic support in the planning, specification, design, development, implementation and maintenance of customized application software systems; works with senior IT staff on the definition and specification of requirements; builds, tests and modifies prototype application software based on detailed instructions; installs and maintains software systems.
  • Provides support on software development matters, including security, data integrity and recovery; assists with needs assessment for new systems (including modifications to existing systems); performs ongoing reviews with users and developers and responds to requirements; requests, implements, provides operational support and maintains various applications.
  • Maintains regular contact with users and technical staff in user offices and provides support as required, as well as interfaces with technology vendors and OICT for equipment servicing, training, etc. whether warranty or routine maintenance.
  • Conducts research on new technologies as requested, including opportunities in social networking, and advise on integration into the website; keeps abreast of developments in the field; assists in testing and evaluating new products and technologies.
  • Provide technical consultation, support, and act as lead contact for all videoconferencing operations and maintenance when required.
  • In coordination with the Executive Office, take actions related to the administration of the office, including travel, visa applications, equipment purchase, service and supplies, etc.
  • Performs other related duties as required.

Education
High school diploma or equivalent.
Work Experience
A minimum of five years of experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area is required. Experience in desktop administration and configuration, particularly with Microsoft Office Professional suite, is required. Experience with common desktop applications used for the development, maintenance and administration of web databases and platforms, in particular the Drupal Web Content Management System, is required. Experience performing general ICT support functions is required. Experience with video- and tele-conference management tools is desirable. Experience in providing general office support is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
