Overview
Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.
Since 2013, CHAI has partnered with an international financing mechanism, UNITAID, to scale up POC diagnostics for the initiation and monitoring of HIV treatment in the developing world in a joint project with UNICEF. As an implementing partner, CHAI manages the commodity donation by negotiating commodity prices with suppliers and procuring products for 7 African countries in collaboration with UNICEF. In country, CHAI's role under this grant is to accelerate the entry of high-quality HIV diagnostic devices to ensure HIV-infected patients are initiated onto treatment as early as possible, and that their care and treatment is monitored. This work includes an effort to ensure that children as well as adults have access to the best quality of diagnostic tests available to them. As such, CHAI is also funded to sustain the pediatric HIV market and support the governments to scale up Early Infant Diagnosis (EID) to identify HIV positive children and initiate them onto life-saving treatment early.
CHAI is seeking a highly qualified individual to fill the position of Program Associate. This position will deal directly with the UNITAID-funded projects. The Program Associate will manage the operation of the UNITAID-funded POC program and coordinate CHAI's commodity procurement and scale-up of POC diagnostics, which aim to decentralize essential diagnostic testing to areas closer to the patient in order to improve patient outcomes. This will include building and managing relationships with a broad set of internal and external stakeholders, including the donor and project partners; liaising with various CHAI teams to ensure smooth operations of the program; coordinating donor reporting on procurement and other project activities on a regular basis; and working with CHAI country teams to support procurement activities to introduce and scale up POC diagnostics. The Program Associate will also provide programmatic support to achieve the goals of the pediatric / EID grant.

Responsibilities
The UNITAID Program Associate will manage the UNITAID donations and provide support for routine operations of the UNITAID projects, including the support for donor and partner relations. Job responsibilities include, but are not limited to:
  • Managing the operations of the UNITAID POC program, including the monitoring of project activities and deliverables to measure impact of progress against project goals, and execution of grant procedures to comply with grant requirements.
  • Managing the forecasting and budgeting of commodity procurement, in coordination with CHAI country teams, laboratory services team (LST), and global market team (GMT) to ensure optimal products are selected to increase access to diagnostics.
  • Providing ongoing management of the POC Project commodity budget, including review and approval of all orders placed by project countries against country and global work plans and budgets.
  • Providing support for the ongoing management of the donor relationship.
  • Coordinating the project activities with the project partner, UNICEF.
  • Managing the procurement process, standard operating procedures, and trouble-shooting for delivery of commodities to project countries.
  • Preparing donor reports, briefing memos, and project updates for UNITAID, the project's donor, and CHAI project management.
  • Provide programmatic support to governments and partners in support of work-streams related to HIV laboratory services – in particular to sustaining and scaling up access to pediatric diagnostic services through EID.
  • Assist LST to manage the global work-stream through other duties as required by the LST Program Managers and Director of UNITAID Program.
Qualifications
Minimum Qualifications
  • Bachelor's degree plus at least 4-6 years of professional experience
  • Demonstrated experience in forecasting and budget management
  • Ability to handle multiple tasks simultaneously, set priorities, and work independently
  • Highly diplomatic, politically savvy and effective in working with a variety of stakeholders, including donors, partners, global and country teams
  • Ability to think strategically, handle ambiguity and uncertainty, and problem-solve in a fast-paced, limited-structure, high-pressure, multicultural environment
  • Ability to absorb and synthesize a broad range of information, especially clinical and scientific, in a short amount of time
  • Detail-oriented with strong organization skills and a proactive self-manager
  • Strong written and oral communication skills including exceptional presentation skills and ability to draft succinct and effective memos; fluency in English
  • High level of proficiency in relevant computer applications particularly Excel, PowerPoint and Word
  • Willingness to work flexibly and travel domestically and internationally as needed
Preferred Qualifications
  • Advanced degree in public health, business, health economics, or related field
  • Familiarity and experience in global health sector, particularly HIV/AIDS
  • Experience working with procurement and/or supply chain management issues
  • Understanding of UN procurement mechanisms and public procurement principles
  • Experience working in management consulting, business strategy groups, or similar fast-paced results-oriented environments
  • Experience in grant writing, memo drafting or other technical writing
  • Experience in financial management and budgeting
  • Experience living and/or working in developing countries
  • Fluency in French and Portuguese
