The UNOPS Iraq office is based in Amman, Jordan and has sub-offices in Baghdad and Erbil in Iraq. The office also manages projects in Jordan, Syria and Yemen. UNOPS provides a range of project development, technical management and infrastructure-related services in Iraq, supporting economic recovery and development, reconciliation and civil society, elections, human rights and rule of law, and health, water and sanitation.

Since January 2014, almost two million Iraqis have been displaced by the conflict between government and armed opposition groups in central and northern Iraq. With conflict occurring in much of central and northern Iraq, interrupting commercial routes, the public distribution system, planting and harvesting cycles, and the functioning of health care facilities, as many as four million people could be affected by the growing crisis.
The humanitarian community is rapidly scaling up its capacities to respond to this crisis. Most UN agencies and NGOs have deployed additional staff and the UN Office for the Coordination of Humanitarian Affairs (OCHA) has re-opened a country office in Iraq. Meeting people's most basic needs such as shelter, food, water, medical care and safety is a top priority for the humanitarian community, as is communicating with affected communities.

A national toll-free hotline for populations affected by the recent displacements in Iraq is being established by a diverse group of humanitarian agencies led by UNHCR Iraq. The hotline will provide information about humanitarian aid such as food distribution points, medical services, and shelter options. The call centre will also register and refer urgent needs, feedback and complaints, and provide a mechanism by which beneficiaries of humanitarian relief can convey their feedback, suggestions, and concerns about the efficacy of aid programs.
The Two-Way Communications Centre (2WCC) Project Launch Consultant will support the initial design and launch phase of the 2WCC project. Among other key responsibilities, the 2WCC Project Launch Consultant will develop standard operating procedures for call centre operators, design and oversee staff training, and work with humanitarian clusters and working groups to develop procedures for gathering information to be communicated to displaced population. The Consultant will work under the direct supervision of the UNOPS Project Manager and will be required to liaise with the 2WCC Project Board as directed.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities
  • Develop standard operating procedures for call centre operators
  • Help to develop written scripts for call centre operators to follow and support the design of telephone routing systems to ensure that callers are quickly able to obtain the information they require.
  • Information Management
  • Work directly with cluster coordinators and cluster lead agencies to help them to understand what the 2WCC is and how it works with their programs.
  • Design an ongoing mechanism for information sharing and updating.
  • Support cluster leads in providing information required to support the information provision to IDPs.
  • Management of Two Way Communications Center (2WCC)
  • Provide overall management of the Iraq-wide 2WCC.
  • Ensure smooth functioning of the call centre and linkages to all clusters, cluster lead agencies, and the Humanitarian Country Team (HCT).
  • Support mass information provision

  • Coordinate Communicating with Communities (CwC) field activities with other programme and public information activities and goals. Provide inputs on integration of CwC with the clusters and ensure ongoing CwC support to other programmes. Advocate for increased communications with crisis-affected populations throughout Iraq.
  • Support partners in the production of various media resources being received from both key clusters and 2WCC to different hub-offices including radio and television programmes, print media and comic newsletters, community events, etc. on issues such as shelter winterization, protection, and health, among others.
  • Staff supervision
  • Supervise call centre supervisor and call centre operators and ensure that targets are being met in the call centre.
  • Programme Reporting
  • Ensure data collection on project indicators. Provide thorough, regular contributions and updates on project outcomes. Ensure compliance with donor requirements through monitoring and evaluation of project indicators and outcomes.
  • Fundraising
  • Fundraise with bilateral donors and lead any ad hoc funding opportunities.
  • Coordination with OCHA and other agencies
  • Coordinate with UN and other agency CwC representatives on CwC.
  • Attend CwC meetings and engage other humanitarian agencies to ensure coordination and ongoing interagency collaboration.
  • Partnerships and sustainability
  • Provide support to government partners to ensure solid links to their transition and exit strategy as well as continuity of CwC tools. Develop partnerships with the private sector, universities and other actors to support CwC.

    Education/Experience/Language requirements
    • Masters degree in relevant subject with two years of experience in CwC field, or university degree with four years relevant experience in CwC field.
    • At least five years of experience in CwC field.
    • Experience as a project manager, especially for inter-agency projects.
    • Experience working in an emergency response context.
    • Experience working on communications with disaster-affected populations.
    • Experience developing Experiencing in creating media, publishing to the web, newsletters, radio programmes and other media.
    • Fluency in English is required.
