Project Summary:
The purpose of this project is to provide technical and advisory services to USAID/OFDA and implementing partners in the areas of project monitoring, evaluation, research, organizational learning, and knowledge management to enable USAID/Sudan to fulfill its performance and evaluation requirements.

Position Summary:
The Finance and Administrative Specialist will manage the field office budget and work hand-in-hand with the Administrative Assistant to ensure the proper functioning of the field office. The Finance and Administrative Specialist may also produce reports as required by USAID and MSI, and may carry out other functions to ensure the proper day-to-day functioning of the field office.
Responsibilities:
  • Manage all administrative systems and procedures necessary for the implementation of technical and administrative activities related to the project.
  • Serve as Field Office Accountant in project bookkeeping in the QuickBooks accounting platform and coordinate with the Home Office.
  • Operate and coordinate administrative tasks and ensure overall compliance with MSI, USAID, and Sudanese Government policies and procedures by all staff.
  • Manage personnel files, contracts and related materials for all field staff.
  • Maintain electronic and physical files in an organized and up to date manner in collaboration with the Administrative Assistant.
  • Prepare documents and correspondence related to staff and other administrative processes.
  • Develop and maintain a database for all personnel contracts.
  • Provide employment certificates as needed.
  • Attend to requests made by the Chief of Party.
  • Draft correspondence, pensions, suspensions, and other administrative documents, as needed by suppliers and third parties.
  • Manage field office accounts in order to ensure accurate, timely, and reliable financial statements.
  • Produce accounting and financial reports requested by MSI Head Office.
  • Track the local budget, as guided by the COP.
  • Prepare “Check Request Forms,” for presentation to the COP for approval and signature.
  • Prepare financial statements along with the respective supporting documentation, such as explanatory notes, as requested by the tax and audit administration of the GOC.
  • Generate official documentation to support balances and declarations to be presented.
  • Prepare checks for payments to local vendors.
  • Maintain constant communication with the Administrative Assistant regarding management and accessibility of all financial resources in order to comply with established regulations.
Qualifications:
  • Bachelor's degree from an accredited academic institution in finance, accounting, or a related field.
  • High degree of professionalism, adaptability and organization.
  • Strong sense of self-direction and the ability to carry out tasks with little oversight.
  • Attention to detail and a willingness to learn.
  • Fluency in English and Arabic required.
  • Strong familiarity with and demonstrated experience in Quickbooks accounting software.
  • Strong IT stills including proficiency using Microsoft Word, Excel, and Outlook required.
  • Qualification in a relevant field is required.
  • Minimum of three years of experience is required.
