The Market Dynamics Advocacy Officer will work PATH's cross-cutting market analytics team as part of the Strategy team and with the Advocacy and Public Policy Department. He/she will advocate for long-term and sustainable solutions to strong, healthy markets, in an effort to shift global health dialogues and advocacy to cover the full range of issues that affect product access. He/she will lead an effort ensure that influencers, donors, advocates, activists, and implementers have the evidence, aligned messaging, and will to strengthen support for healthy markets maternal, newborn, and child health products and commodities. Specific responsibilities include:
- Develop, implement, and project manage an advocacy strategy to address gaps in market dynamics and evolve the dialogue on access for health products to address the full scope of market shortcomings and importance of long-term healthy markets
- Work with market dynamics and other experts to develop a framework that outlines the components of healthy markets for health products and serves as a mobilizing advocacy platform/agenda for global and local access advocates.
- In partnership with a market dynamics specialist, assess gaps in market interventions among maternal, newborn and child health products and develop a prioritization tool to identify select areas for targeted advocacy.
- Work with PATH's communications experts to develop a communications strategy and a suite of communications tools and materials that can be used by external audiences for market dynamics advocacy, including developing an advocacy messaging platform, case studies, and policy briefs.
- Liaise with PATH advocacy experts in East and Southern Africa to mobilize a wider set of leading access activists around market dynamics advocacy and identify champions for long-term, sustainable market health solutions.
- Oversee the development of work plans and ensure timely submission of project reports and other deliverables as specified in the advocacy partnership grant.
- Represent PATH in coalitions and at key conferences/global events where access, product development and introduction, and market-strengthening dialogues may occur, ensuring that our messages reach technical audiences and thought leaders.
- Develop and maintain a strong network of experts in PATH and externally, and ensure that market dynamics experts are connected to advocates and decision-makers to support additional technical expertise required for advocacy.
- Develop and share key findings and lessons learned across PATH and externally.
- Manage the identification, expenses, and work of subcontractors and consultants supporting specific market dynamics policy advocacy activities.
Required Skills
- Proven success executing advocacy strategies to inform and/or influence policies, programs or budgets.
- Proven success at networking, building relationships and managing partnerships, including with multilateral stakeholders, NGOs, and coalitions.
- Proven ability to understand and translate technical information and materials for policymaking or lay audiences.
- Ability to translate strategic vision into effective execution.
- Ability to develop and maintain close and effective relationships with partnering organizations at local, national, and international levels.
- Demonstrated success in grants management, project management and donor reporting.
- Proven effectiveness working in a team-based environment, but capable also of working independently.
- Excellent verbal and written communication skills.
- Demonstrated ability to multi-task and thrive in fast-paced, high-pressure situations.
- Ability and willingness to travel domestically and internationally 15-20% of the time.
Required Experience
Master's Degree in Public Health, or equivalent advanced degree plus five to seven years in policy advocacy related to product development, market development, or a related field. Experience engaging with both public and private sector partners. Knowledge of markets for maternal, newborn, and child health products and technologies, especially in developing countries or emerging markets.
Must have legal authorization to work in the United States.
